If I have overpaid an account, and I have a credit , is it proper to ask “what is the balance in my account?” I think a credit amount is still considered a balance. A particular company said they would not send me my bill because I do not have a BALANCE. I still want my record. ?

You could ask then for a full transaction history of your account. This would show all entries (debit and credit) that was posted to your account.
